Terms of Use
These terms explain the basic rules for using Niagara's Hub, submitting content, viewing civic information, and interacting with the site in a respectful and lawful way.
Last updated: October 19, 2026
Using the Site
By using Niagara's Hub, you agree to use the site for lawful purposes only and to follow these Terms of Use. You may not use the platform to harass others, post misleading or fraudulent content, impersonate another person, attempt to disrupt the service, probe or bypass security controls, scrape the site in a way that burdens the service, or interfere with another user's access.
Not a Government Service
Niagara's Hub is an independent civic website. It is not the official website of the City of Niagara Falls or any government agency. City 311 links, public records, maps, budget tables, property information, live audio, and other civic information are provided for community reference only. If you need an official record, official deadline, emergency response, legal notice, permit, payment confirmation, or city service request, use the applicable official government channel directly.
The concern reporting tools may help save a concern on Niagara's Hub, prepare details for your clipboard, and send you to the official City 311 form. A concern is not submitted to the City unless you complete the official City 311 process. Do not use Niagara's Hub for emergencies. Call 911 or the appropriate emergency service.
Accounts and Eligibility
Some features require an account, including member survey responses, comments, petition signatures, profile history, and certain admin tools. You are responsible for keeping your login information secure and for activity under your account. Niagara's Hub is intended for a general audience and is not directed to children under 13. If you are under 13, do not create an account or submit personal information through the site.
User Submissions
If you submit ideas, concerns, comments, petition suggestions, petition signatures, poll or stat responses, member survey answers, profile information, or other content, you are responsible for what you post. You should only submit material you have the right to share, and your submissions must not violate any law or the rights of others.
Some submissions may be public or may become public, including usernames, petition signature names, optional petition comments, concern details, concern addresses or locations, comments, and public-facing civic discussion. Do not include sensitive personal information, confidential information, medical information, financial account information, Social Security numbers, private credentials, or information about another person unless you have a lawful reason and permission to share it.
By submitting content, you give Niagara's Hub a non-exclusive, worldwide, royalty-free permission to host, copy, display, publish, format, moderate, archive, and use that content as needed to operate, improve, promote, and protect the site. You keep any ownership rights you already have in your content. For member survey answers, public display is limited to the aggregate information described in the privacy policy; this permission does not authorize public display of account-linked individual ballots.
Niagara's Hub may review, moderate, edit for formatting, hide, reject, or remove submissions that are abusive, spam-like, unlawful, misleading, duplicative, unsafe, off-topic, or otherwise inconsistent with the purpose of the platform. We may also limit, suspend, or block accounts, IP addresses, listener sessions, or devices that misuse the site.
Accuracy and Availability
We aim to keep information on the site useful and current, but we cannot guarantee that all content is complete, accurate, timely, or available at all times. Public data imports, City 311 cache records, budget tables, property sales, maps, audio status, user submissions, and generated or processed data may contain errors, omissions, delays, or formatting issues. Site features may change, be paused, or be removed without notice.
Nothing on Niagara's Hub is legal, financial, tax, real estate, engineering, safety, or professional advice. Do not rely on the site as your only source for decisions that require official or professional information.
Polls, Surveys, Stats, Petitions, and Civic Feedback
Polls, surveys, stats, suggestions, comments, petitions, signatures, and similar features are informal civic engagement tools. Participation is voluntary and self-selected. Results may be incomplete, moderated, filtered, or limited to participating users; they do not establish a representative sample of residents. They are not official elections, referenda, government petitions, or binding public actions unless expressly stated by an official authority outside this site.
Member surveys accept one completed response per signed-in member. Published questions are locked to protect existing responses; opening and closing dates may be changed by the site administrator. A survey may have no closing date. Aggregate choice counts and percentages are public immediately while the survey is open. Individual answers and the account associated with a ballot are not published, although authorized administrators can access stored responses as described in the privacy policy.
Sharing an individual question displays that question and its existing survey totals; it does not create a new poll or submit an answer. Opening a share page is not a vote. Follow the survey's instructions and submit the completed response to participate.
Sharing Public Content
You may use the site's Share links to link to public content and its generated preview cards. Cards may include a title, description, public choices, and aggregate counts. Generated images and third-party previews are snapshots and may lag behind the current page. A social network or messaging service may retain a cached copy after the original page changes or is removed.
Share links and preview cards do not imply endorsement by Niagara's Hub, a public agency, or a person or organization mentioned in the content. Do not alter or present shared material in a way that misrepresents its source, date, scope, or meaning. Third-party materials remain subject to their own rights.
Research, Industrial Locations, and Maps
Industrial history, pollution records, plant inventories, maps, and redevelopment comparisons are provided for research and discussion. A mapped record may describe a historical use, a regulatory program, or a specific reporting period. Its inclusion does not by itself establish current contamination, current operations, property availability, ownership, parcel boundaries, a contamination plume, or suitability for development.
Potential benefits and drawbacks are considerations for evaluation, not promises about a particular project, jobs, utility demand, public revenue, cleanup, or government approval. Consult the cited source and applicable public agency for current official information. You may suggest a correction with a source through the suggestion form; do not use that public-content workflow for sensitive privacy requests.
Live Audio and Recordings
Live audio features are provided as available and may require browser location permission. Audio listener activity may be monitored for security and access control, and saved audio archive playback may be limited to administrators. Do not assume live audio is complete, uninterrupted, official, or suitable for emergency or safety decisions.
Donations
Donation tools may send you to outside services such as Cash App or Venmo. Payment amounts, payment accounts, refunds, chargebacks, receipts, and payment disputes are handled by the applicable payment provider. Niagara's Hub does not process payment card data on this site. Donations are not represented as tax deductible unless a separate written statement says so.
Links and Third-Party Services
The site may link to or interact with third-party websites and services, including official government websites, City 311 systems, mapping and geocoding services, payment platforms, social networks, messaging services, browser clipboard tools, and other service providers. Niagara's Hub is not responsible for third-party content, practices, availability, privacy policies, or transactions that occur outside this site.
Site Content and Intellectual Property
The Niagara's Hub name, design, code, graphics, organization, and original site content are protected by applicable intellectual property laws. Public records, government materials, user submissions, and third-party materials remain subject to their own rights and rules. You may link to public pages, but you may not copy, republish, or reuse site materials in a way that suggests false endorsement, violates rights, or disrupts the service.
Limitation of Responsibility
Your use of the site is at your own discretion. Niagara's Hub is provided on an as-is and as-available basis. To the fullest extent allowed by law, we are not responsible for losses or damages resulting from site downtime, errors, omissions, public records, user-submitted content, moderation decisions, third-party services, payment providers, audio availability, location features, or reliance on information posted through the platform.
Indemnity
If your use of Niagara's Hub or your submissions cause a claim, dispute, loss, liability, or expense, you agree to be responsible for it to the extent allowed by law, including reasonable costs resulting from your unlawful conduct, misuse of the site, or violation of these terms.
Updates to These Terms
These Terms of Use may be updated from time to time. Continued use of the site after changes are posted means you accept the updated terms.
